1. The External URL is not until 8.5.2, so in 8.5.1 you have to use the notes.ini parameter.
2. The Apple timeout change was only required if you have 4.0 or 4.0.1 of the iOS. If you have a more recent update to iOS, the timeout was already fixed.
3. You have exhausted all of the normal things that are misconfigured when using Apple (assuming you checked the HTTP OPTIONS which I mentioned in an earlier response but is not listed in the things you did). That means you need to open a PMR with the must gather information for further analysis:

Additionally, if HTTP OPTIONS is not working, I would need the HTTP thread logs (tell http debug thread all) to see the flow because if HTTP OPTIONS is not allowed by your HTTP setup, it will only be in the thread logs as it will not make it to Traveler to be in the Traveler logs. The HTTP thread logging generates htthr*.log files in <data>/IBM_TECHNICAL_SUPPORT and only lasts until HTTP is restarted (so if you restart HTTP, make sure to enable the thread logs again.
